September 17, 2026 QUEENS, NY A 20-year-old man died in custody Wednesday evening following an appearance in a Queens courtroom, marking the eighth fatality in New York City Department of Correction (DOC) custody this year and reigniting fierce demands to shutter the city’s notoriously perilous jail system.
Luis Alberto Lopez Castillo was discovered in severe medical distress by correctional personnel at approximately 6:38 p.m. on Sept. 16. Officers performed CPR on-site until emergency medical services arrived. EMS personnel transported Lopez Castillo to Jamaica Hospital Medical Center, where medical staff pronounced him dead at 7:54 p.m.
The exact cause and nature of the medical emergency have not yet been released.
"Heartbreaking Moment"
City officials confirmed the incident late Wednesday night, promising a thorough multi-agency inquiry into the events leading up to the collapse.
“An individual in our care tragically passed away following a court appearance in Queens,” NYC DOC Commissioner Stanley Richards said in a formal statement. “This is a heartbreaking moment for me and the entire department. Our deepest condolences are with his family members and loved ones.”
Richards noted that the department immediately notified standard oversight bodies, including the federal monitor, the Board of Correction, the State Attorney General’s Office, the Department of Investigation, the State Commission of Correction, the Chief Medical Examiner, the Queens and Bronx District Attorneys, and the deceased’s defense counsel.
Nearly a Year Awaiting Trial
Court filings show Lopez Castillo was arrested in Queens on July 10, 2025, facing charges that included robbery, grand larceny, and assault. He had pleaded not guilty to all counts.
For nearly 14 months, Lopez Castillo remained detained at Rikers Island as his case moved through a succession of court dates and repeated adjournments. His next hearing had been slated for Sept. 30.
Advocates Flame City Hall Over "Death Camp"
The tragedy triggered an immediate backlash from criminal justice reform organizations, who pointed to the death as yet another symptom of systemic collapse within the city's penal infrastructure.
"Yet another family is now grieving, after the horrific loss of a young man who was only 20 years of age and was awaiting trial at Rikers for almost a year," said Darren Mack, co-director of Freedom Agenda, an organization dedicated to decarceration. "It’s past time to stop sending people into this death camp. We need urgent action from City Hall to substantially reduce the jail population and get people out of this hellhole – and this preventable death is yet another human cost of delay."
