October 9, 2026 NEW YORK, NY MARBLE HILL — A routine Thursday afternoon on a quiet residential street in Marble Hill exploded into a high-stakes constitutional standoff reaching the highest levels of the American presidency after a federal immigration officer opened fire on a vehicle containing a 28-year-old father and his 5-year-old son.

The confrontation sparked late-night emergency negotiations between New York City Mayor Zohran Mamdani, President Donald Trump, and Homeland Security Secretary Markwayne Mullin. It culminated in federal agents seizing the wounded suspect directly from a Manhattan hospital room and spiraling into chaotic protests across the neighborhood.

Seven Shots in Broad Daylight

The violence unfolded shortly after 4:00 p.m. near 2 Marble Hill Avenue. According to NYPD Commissioner Jessica Tisch, municipal surveillance cameras captured 28-year-old Oscar Belgal backing a gray Honda CR-V into a parking space adjacent to a fire hydrant.

Moments later, plainclothes federal officers approached the vehicle. One agent stood near the driver’s side window with a firearm drawn, while another approached the front headlight assembly. The video shows the vehicle moving forward before traveling out of the camera’s field of view.

Investigators recovered at least seven shell casings at the scene. Ballistics evidence revealed massive damage to the Honda's front windshield and a shattered rear window. One round struck Belgal directly in the neck, just beneath his left ear.

Inside the vehicle sat Belgal’s 5-year-old son. The child escaped physical injury and was later placed in the custody of a family member.

NYPD officers responding to reports of gunfire encountered several men in construction-style safety vests and face masks, with at least one individual brandishing a long gun. Officers located Belgal handcuffed on the pavement, administered emergency field care, and rushed him in a police vehicle to NewYork-Presbyterian Allen Hospital in stable condition.

Commissioner Tisch emphasized that local police had zero involvement in or prior knowledge of the federal operation.

A Midnight Seizure from the Hospital

By late Thursday night, the clinical setting of NewYork-Presbyterian Allen Hospital transformed into the epicenter of a political showdown.

Mayor Mamdani, speaking at an emergency midnight press conference near the shooting scene, revealed he had spent two hours on the phone negotiating directly with President Trump and Secretary Mullin to secure Belgal’s release into local jurisdiction.

Those talks collapsed.

Within minutes of the call's conclusion, federal agents removed the wounded man from the medical facility, placed him into an unmarked vehicle, and sped off to an undisclosed location.

Mamdani leveled scathing criticism at the tactics used by federal law enforcement, pointing to the deliberate concealment of their identities behind tactical masks and high-visibility work vests.

"Tonight, a five-year-old child sits traumatized and terrified," Mamdani said, calling the shooting an outrage and renewing his explicit call to abolish Immigration and Customs Enforcement. "There is no explanation for federal officers firing this many rounds into a car that has a five-year-old in the car."

The mayor demanded an immediate halt to all ICE operations within New York City borders. New York Governor Kathy Hochul confirmed she also spoke with Trump and Mullin, demanding a suspension of federal enforcement activities in the state and the immediate public release of any body-worn camera footage.

Federal Agency Cites Sanctuary Laws

The Department of Homeland Security issued a statement late Thursday defending the enforcement action as a targeted arrest operation against a Dominican national.

Federal officials stated Belgal possessed a criminal record including a 2023 grand larceny conviction alongside pending drug charges, and alleged ties to the Trinitarios street gang. DHS pointed directly to New York City’s sanctuary laws, claiming local policies allowed Belgal’s release following a previous December 2023 NYPD arrest.

While DHS confirmed an officer discharged a service weapon and stated that agents rendered immediate medical aid alongside FBI investigators, the federal statement omitted any explanation of what prompted the deadly force or whether Belgal was armed.

Streets Explode in Protest

News of the shooting and the subsequent hospital removal triggered immediate civil unrest. Demonstrators confronted NYPD officers and federal agents at the Marble Hill crime scene through the evening before marching toward NewYork-Presbyterian Allen Hospital.

Clashes broke out outside the medical facility as crowd members attempted to block exits. Elected officials, including U.S. Representative Adriano Espaillat and NYC Public Advocate Jumaane Williams, arrived at the hospital to de-escalate tensions. Espaillat reported that armed federal agents physically denied him entry when he attempted to visit Belgal's room.

The investigation has been formally assumed by federal authorities, leaving local officials and community leaders demanding answers as tensions between City Hall and the White House reach a breaking point.
