August 4, 2026 THE BRONX, NY Darkness often hides where help is supposed to live. For years, inside the very family shelters designed to offer sanctuary to New York City's most vulnerable, a predator moved in plain sight.

Stephen Charles, a 42-year-old Bronx resident known to some as "Jay," now sits behind bars, held without bail following a sweeping multi-count indictment that exposes a chilling blueprint of manipulation, betrayal, and unmitigated horror.

According to Bronx District Attorney Darcel Clark, Charles used the chaotic environment of the city’s shelter system to groom and trap his victims. Over a staggering timeline spanning from September 2018 to May 2026, Charles allegedly preyed upon six innocent children—including his own biological son and his ex-girlfriend’s young boy.

A Trail of Terror Across the Bronx

The scope of the indictment paints a picture of a calculated predator who wormed his way into the trust of struggling families. Investigators revealed that the abuse occurred across multiple locations, most notably inside two city-funded family shelters:

  • 1056 Boynton Ave. in the Bronx

  • 115 Henwood Place in the Bronx

  • Charles’s own apartment on Grace Avenue

The nightmare began in September 2018 at the Boynton Avenue shelter. There, Charles befriended a mother and her 11-year-old son, subjecting the child to abuse that would endure for four years. Prosecutors noted that a second minor, just 9 years old at the time, was targeted at the same facility, with the abuse stretching all the way into 2026.

When Charles relocated to the Henwood Place family shelter in 2019, the pattern continued. He integrated himself with a resident mother and her four children, eventually beginning the sexual abuse of her 7-year-old daughter in 2020.

Even outside the shelter walls, the abuse persisted. Authorities state Charles targeted his ex-girlfriend’s 8-year-old son from October 2023 through May 2026, and another young victim between the ages of 11 and 13 from June 2024 to May 2026. Most tragically, the investigation uncovered that Charles turned his depravity inward, abusing his own biological son for nearly three years starting in 2023.

The Mountain of Evidence and Facing Justice

The sickening pattern unraveled thanks to relentless work by special victims detectives, who relied heavily on witness accounts and disturbing cell phone recordings documenting the exploitation. Charles was finally captured on Friday night within the confines of the 50th Precinct.

On August 3, Charles was arraigned before Supreme Court Justice Eugene Bowen. He faces an exhaustive, catastrophic list of charges that could keep him behind bars for the rest of his natural life:

As the city’s Department of Homeless Services faces mounting pressure to answer for safety and security measures inside its facilities, families and survivors are left picking up the pieces.

Charles is currently remanded without bail and is scheduled to return to court on September 1.
