June 24, 2026 NEW YORK, NY The absolute last place you expect to be stared down by the barrel of a loaded gun is inside the heavily secured walls of NYPD Headquarters. But inside One Police Plaza, a routine Tuesday afternoon turned into a chilling workplace nightmare that has sent shockwaves through the department.

Quilbvio Espinal, a 10-year veteran of the force, sat entirely emotionless in a Manhattan courtroom on Tuesday as prosecutors detailed the terrifying moment he allegedly drew his off-duty firearm on a civilian colleague.

A Professional Conversation Sparks A Deadly Rage

The harrowing incident, which occurred around 12:30 p.m. on March 26, didn't happen on the dangerous streets of New York—it unfolded right inside the department's Information Security Office.

According to prosecutors, the victim, Megan Kwan, had been discussing a work project with another colleague near Espinal’s desk. Just 15 minutes later, that completely normal interaction allegedly sent Espinal into a blinding, unhinged fit of rage.

In a shocking breach of protocol and sanity, Espinal stands accused of standing up from his workstation, unholstering his off-duty firearm, and slowly raising the deadly weapon directly at Kwan.

“Nobody should have to experience the kind of menacing and dangerous behavior alleged in this troubling incident,” Manhattan District Attorney Alvin Bragg said in a scathing statement.

After allegedly terrifying Kwan with the weapon, law enforcement sources say Espinal lowered the gun and bizarrely placed it on another civilian’s desk. He was arrested shortly after Kwan courageously alerted a supervisor to the threat.

The Dark Twist: A History of Alleged Harassment

As the criminal case builds, a parallel civil lawsuit filed by Kwan paints an even darker picture of the working environment leading up to the gun incident.

According to prosecutors, Kwan's lawsuit alleges that the gun threat wasn't an isolated outburst. The filing claims that Espinal had been subjecting her to ongoing sexual harassment, which included repeatedly bombardment her with sexually charged text messages.

The Defense Strikes Back

Following the arraignment, Espinal was immediately suspended from the NYPD, and his firearms were confiscated. However, his defense attorney, Robert Gottlieb, is singing a completely different tune, fiercely disputing the prosecution's version of events.

While Gottlieb conspicuously avoided commenting on whether his client actually unholstered the weapon inside the office, he adamantly denied that it was ever aimed at Kwan.

“What I’m going to make clear: He never, at any time, intended or did point a gun at anybody. Never. It never happened,” Gottlieb stated outside the courtroom. “You will see that there was no basis for any criminal charges.”

With a decade-long police career on the line and explosive allegations of workplace terror hanging in the balance, this high-stakes legal battle is just heating up.
