May 23, 2026 NEW YORK, NY A high-stakes battle is quietly raging beneath the surface of New York City’s beloved waterfront, and a grassroots neighborhood uprising has just scored its biggest victory yet.
For decades, federal immigration agents have had a cozy, quiet arrangement allowing them to park enforcement vehicles right in the heart of Greenwich Village. But thanks to a relentless, aggressive campaign of public "naming and shaming," that multi-decade deal is officially dead—and the activists behind the push are just getting started.
Pier 40 Decades-Long Contract Ruptured
The battleground is Pier 40, a massive, vibrant community hub managed by the Hudson River Park Trust. While families used the fields above for soccer and recreation, a controversial contract silently allowed Immigration and Customs Enforcement (ICE) employees to park their vehicles on the property.
Activists from the coalition group Hands Off NYC launched a fierce letter-writing and public shaming campaign targeting the Trust, which receives public funding, demanding they atone for harboring the federal agency.
The intense pressure worked. Earlier this year, the Hudson River Park Trust buckled, announcing it will not renew its parking contract with ICE when it officially expires this June.
"Not Far Enough": Activists Demand Total Ban
While losing the parking lot is a massive logistical headache for federal agents, the coalition insists that simply ending the lease is a drop in the bucket. They are now turning up the heat on the park steward’s nonprofit board to implement a permanent, sweeping firewall against federal immigration enforcement.
The movement's aggressive new demands include:

A Strict Zero-Tolerance Policy: A formal, ironclad rule completely prohibiting any future collaboration with ICE or the Department of Homeland Security (DHS).

Reparations: Forcing the trust to make financial donations to local, immigrant-led organizations.

Legal Defense Fund: Demanding the park foot the legal bills for any individual ever detained by federal agents within the park’s boundaries.
The Hudson River Park Trust has not yet publicly commented on these escalating demands.
The Master Strategy: Strangling ICE Logistics
This isn't just about a single parking lot. The revolt at Pier 40, alongside a similar targeting of the Morton Street garage, is part of a calculated, citywide strategy to grind federal immigration operations in New York City to a halt by weaponizing local real estate.

“Disrupting ICE’s parking is a key element in the push to get ICE out of NYC streets,” explains Hannah Strauss, co-director of Hands Off NYC.
According to Strauss, this burgeoning movement is uniting neighborhood groups, labor unions, and local organizations under a single, powerful umbrella to reclaim their communities block by block.
“When our neighbors are organized, our neighborhoods become safer,” Strauss said. “By building our collective power and awareness at the neighborhood level, and engaging in effective nonviolent resistance... we are making strides to shrink ICE’s foothold in our city.”
With the June deadline rapidly approaching, all eyes are on Manhattan's waterfront to see where the vehicles—and the federal agents—will be forced to go next.
