During the latest scorching July heat wave, nearly 174,000 New Yorkers were plunged into darkness or hit with emergency voltage reductions as Con Edison fought to keep the fragile power grid from collapsing.
Now, a bombshell report from City Comptroller Mark Levine reveals a staggering reality: New York City owns nearly 15,000 properties covering 14% of the five boroughs, yet a paltry 31 megawatts of solar power have been installed across just 187 city facilities.
Instead of generating clean, localized power to prevent rolling blackouts, millions of square feet of prime city-owned rooftops, parking lots, and bus depots sit completely empty under the blistering sun.

The urgency couldn't be higher. Between July 2 and July 5, extreme heat pushed local utility infrastructure past its breaking point, triggering targeted service cuts and forced voltage reductions across Brooklyn and Queens.

Comptroller Levine is demanding City Hall immediately bundle public real estate into massive, coordinated solar-and-battery megaprojects.
To prove what’s possible, the report spotlights four massive public sites covering more than 3 million square feet (69 acres) of untapped space—nearly five times the size of the massive solar canopy at JFK Airport.
1. Queens Borough Hall Parking Lot
A 302-space municipal parking lot spanning nearly 3 acres. Converting this into a solar canopy with battery storage would protect parked cars, generate peak-demand electricity, and power surrounding affordable housing through community solar credits.
2. Orchard Beach Parking Field (The Bronx)
A sprawling 5,600-space lot covering 1.8 million square feet. Installing solar canopies here could generate massive lease revenue, power nearby communities, and serve as an emergency microgrid during natural disasters.
3. The Teleport Campus (Staten Island)
An 81-acre campus transitioning to the city, complete with an on-site electrical substation, existing data infrastructure, and 31 completely undeveloped acres ready for a utility-scale solar-and-battery farm.
4. East New York Bus Depot (Brooklyn)
As the MTA electrifies its fleet, a National Renewable Energy Laboratory study revealed that pairing electric bus depots with solar and battery storage could slash utility costs by over 35%—saving $15 million at a single depot over 20 years.

Battery Storage: The Secret Weapon Facing Neighborhood Wars
While solar panels catch the sun, Battery Energy Storage Systems (BESS) are essential for holding that energy and dumping it back into the grid during peak afternoon hours when AC units are blasting.
However, scaling up battery storage has ignited fierce neighborhood pushback across Queens, Brooklyn, and Staten Island over fire safety concerns.
In Middle Village, Queens, over 100 residents recently rallied against NineDot Energy’s proposed site across from PS/IS 128, citing explosion risks.
"Trapped gases could create an explosion risk," acknowledged Joseph Loftus, FDNY Hazardous Materials Chief, explaining why firefighters sometimes have to let industrial battery fires burn out rather than spraying water immediately.
Despite local fears, FDNY officials stress that city oversight is the gold standard nationwide, requiring round-the-clock thermal monitoring, fire-rated walls, and automated shutdown systems. Out of more than 30 industrial battery facilities currently operating in NYC, zero fire-safety incidents have occurred.
The Bottom Line: $481 Million in Savings
Levine’s report argues that bundling city properties, taking advantage of 30% federal tax credits, and cutting through bureaucracy could deliver $481 million in annual avoided energy costs downstate by 2035.
That equates to an average annual savings of $46 per residential customer—even for those who don’t own solar panels.
With statewide power reserves listed as "extremely tight" and blackouts looming every summer, the clock is ticking for NYC to turn its vast concrete footprint into a power-generating shield.
