October 17, 2026 NEW YORK, NY A high-stakes government hearing erupted into utter chaotic disbelief on Friday when a top official pulled out her phone to prove—in real time—how easily Elon Musk’s AI chatbot generates explicit images of real people.
The dramatic showdown occurred during SpaceXAI’s first appearance before the New York City Council, a hearing the company had previously attempted to dodge before facing threats of court enforcement under subpoena.
The Oath vs. The Evidence
Gabriela Castillo Madrid, SpaceXAI’s senior manager of global government affairs, testified under oath that safety remains "core" to the development of the company's Grok chatbot. She reassured lawmakers that strict guardrails prevent the system from being deployed without human oversight.
When pressed directly on whether Grok could depict a living person nude, in underwear, or in a sexualized pose, Castillo Madrid gave a firm defense.
She testified under oath that the platform maintains "strict controls in place to prevent the sexualization of children or real people."
Seconds later, those claims imploded on the council floor.
30 Seconds to Exposure: A Live Council Floor Nightmare
City Council Speaker Julie Menin immediately called out the claim, revealing that her staff had tested the system just hours before the hearing.
Using the standard, free version of Grok—not even utilizing its unrestrained "spicy mode"—her team entered Menin's name into the prompt. Within 30 seconds, Grok generated a explicit, sexualized image of the Speaker herself.
"We literally asked regular Grok to pull up a sexualized image, and a sexualized image comes up that is available for all to see, for my daughter to see, for anyone to see," Menin stated during the hearing.
Visible shaken by the instant debunking of her testimony, Castillo Madrid conceded she could not comment on the specific instance, offering instead to have SpaceXAI’s safety team review the prompt.

"I don't think anybody should be put in that position," Castillo Madrid admitted, before reiterating that official company policy strictly bans such material.
What This Means for the Future of AI Regulation
The tense encounter underscores growing fears among lawmakers worldwide that tech giants are releasing powerful generative AI tools without basic guardrails.
As government bodies move closer to enforcing strict legal penalties on synthetic media and unauthorized deepfakes, SpaceXAI now faces mounting scrutiny over whether its safety promises hold any weight in the real world.
